             6      AN ACT RELATING TO THE LEGISLATURE; CREATING THE RELOCATION OF
             7      UTILITIES IN HIGHWAY RIGHTS-OF-WAY TASK FORCE; PROVIDING FOR
             8      MEMBERSHIP; DELINEATING RESPONSIBILITIES AND PROCEDURES; PROVIDING A
             9      REPORTING DATE; APPROPRIATING $39,500 FROM THE GENERAL FUND; AND
             10      PROVIDING A REPEAL DATE.
             11      This act enacts uncodified material.
             12      Be it enacted by the Legislature of the state of Utah:
             13          Section 1. Relocation of Utilities in Highway Rights-of-Way Task Force -- Creation
             14      -- Membership -- Rules -- Compensation -- Staff.
             15          (1) There is created the Relocation of Utilities in Highway Rights-of-Way Task Force
             16      consisting of the following 12 members:
             17          (a) five members of the Senate appointed by the president of the Senate, no more than
             18      three of whom may be from the same political party; and
             19          (b) seven members of the House of Representatives appointed by the speaker of the House
             20      of Representatives, no more than four of whom may be from the same political party.
             21          (2) (a) The president of the Senate shall designate a member of the Senate appointed under
             22      Subsection (1)(a) as a cochair of the task force.
             23          (b) The speaker of the House of Representatives shall designate a member of the House
             24      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             25          (3) In conducting its business, the task force shall comply with the rules of legislative
             26      interim committees.
             27          (4) The members of the task force shall receive compensation and expenses in accordance


             28      with Section 36-2-2 and Legislative Joint Rule 15.03.
             29          (5) The Office of Legislative Research and General Counsel shall provide staff support to
             30      the task force.
             31          Section 2. Duties -- Interim report.
             32          The task force shall:
             33          (1) study issues relating to the relocation of utilities in highway rights-of-way, including
             34      compensation for relocation of utilities;
             35          (2) study any other related issued assigned to the task force by the Legislative Management
             36      Committee; and
             37          (3) present a final report, including any proposed legislation, to the Public Utilities and
             38      Technology Interim Committee and the Transportation Interim Committee before November 30,
             39      1999.
             40          Section 3. Appropriation.
             41          There is appropriated from the General Fund for fiscal year 1999-2000:
             42          (1) $6,000 to the Senate to pay for the compensation and expenses of senators on the
             43      task force;
             44          (2) $8,500 to the House of Representatives to pay for the compensation and expenses of
             45      representatives on the task force; and
             46          (3) $25,000 to the Office of Legislative Research and General Counsel to pay for staffing
             47      the task force.
             48          Section 4. Repeal date.
             49          This act is repealed November 30, 1999.
