    The Law Enforcement and Criminal Justice Committee recommends H.B. 145, STATE AND LOCAL AGENCIES' CRIME REDUCTION PLANS, by Representative J. Swallow, be replaced and reports a favorable recommendation on 1st Sub. H.B. 145, STATE AND LOCAL AGENCIES' CRIME REDUCTION PLANS with the following amendments:

1.     Page 4, Line 93:    After "nonlapsing." insert "(4) The commission shall review the reports and describe grant participation in its annual report."
