Mr. Speaker:
The Education Committee reports a favorable recommendation on H.B. 312, STATE LITERACY PROGRAM, by Representative J. Alexander, with the following amendments:
Page 3, Line 46: After "53A-1-606.5(3)(b)(vii)" insert "and 53A-1-606.5(b)(i)"
Page 3, Line 79: After "(e)" insert "(i)"
Page 3, Line 80: After line 80 insert:
"(ii) Each school district shall make an annual accounting to the State Board of Education on:
(A) where it spent the monies received under Subsection (3)(e)(i) during the school year; and
(B) the results obtained in using the monies to raise the reading levels of those students identified in Subsection (3)(b)(vii).
(iii) The State Board of Education shall compile the data received under Subsection (3)(e)(ii) and make an annual report to the Legislature's Education Interim Committee by September 1 of each year, the first report due by September 1, 2000."
Page 3, Lines 85-87: After "school districts" delete the rest of lines 85 through 87 and insert "as follows:
(a) each elementary school shall receive $5,000 as a base amount; and
(b) the board shall distribute the balance of the appropriation to each district based on the district's average daily membership in the first, second, and third grades as compared to the state total average daily membership in the first, second, and third grades."
Page 3, Line 89: After "53A-1-606.5(3)(b)" delete "(vii)" and insert "(v-vii)"
