Mr. President:

    The State and Local Affairs Committee reports a favorable recommendation on S.B. 138, DESIGN BUILD OPTIONS, by Senator J. Valentine, with the following amendments:
1.     Page 1, Line 6:    After "PROVISIONS" insert "; AND PROVIDING AN EFFECTIVE DATE"

2.    Page 3, Line 86:    After line 86 insert:
        "Section 2. Effective date.
        If approved by two-thirds of all members elected to each house, this act takes effect upon approval by the governor, or the day following the constitutional time limit of Utah Constitution Article VII, Section 8, without the governor's signature, or in the case of a veto, the date of veto override."
