    The State and Local Affairs Committee reports a favorable recommendation on S.J.R. 5, RESOLUTION AMENDING STATE AND LOCAL GOVERNMENT PROVISIONS, by Senator H. Nielson, with the following amendments:

1.     Page 5, Line 133: After "create" delete the words "or dissolve"
2.     Page 7, Line 196: After "shall" insert ", as prescribed by statute,"
3.     Page 8, Line 239: After "State," insert "or other governmental entities,"
4.     Page 8, Line 241: After "State," insert "or other governmental entities"
