Chairman Sen. Mansell called the meeting to order at 2:16 p.m.


The Analyst, Stan Eckersly, presented an overview of Community Development, and Community Development Capital budgets.


MOTION:    Senator Mansell moved to approve the minutes of January 29, 1999. The motion passed unanimously.

MOTION:    Sen. Mansell moved to adopt the Analyst's recommendation for Energy Services. The motion passed unanimously, with six present, and three absent.


MOTION:    Rep. Johnson moved to adopt the Analyst's recommendation for the State Library. The motion passed unanimously, with six present, and three absent.

    
            


MOTION:    Rep. Johnson moved to approve the Analyst's recommendation on the Ethnic Office's.
    

SUBSTITUTE MOTION:    Rep. Allen moved to approve the Analyst's recommendation on the Ethnic Offices except that Asian, Black, Hispanic and Polynesian Affairs be allowed two F.T.E's. The motion passed unanimously, with six present, and three absent.

Lt. Governor Walker, presented an overview of Utah's Promise. They are 1. Literacy, 2. Foster Families, 3. Service to Youth , 4. Safety in Communities, and 5. Healthy Start. She requested a $30,000 supplemental and $30,000 in FY 2000. She also requested $300,000 to further the Governors Literacy Program.

Michel Call also spoke to Utah's Promise program.

Richard J. Bradford, has responded to the Analyst's proposed budget for Community Development, and Community Development Capital Programs.

Other responses came from Dan Burke, Richard Walker, Bim Oliver, Mike Johnson, Sherm Roquiero, Matthew Minkevitch, Pamela Atkinson, Linda Whitcock , Susan Soliel and Shirl Clarke.

Teresa Dumas read a letter telling of her families experience finding affordable housing.

MOTION:    Rep. Johnson made a motion to adjourn. The motion passed unanimously and adjourned at 4:20 p.m.
