        "(3)(a) Notwithstanding the other provisions of this chapter, the corporation may:
        (i) continue to administer any loan that as of May 3, 1999, was administered by the corporation until the loan is paid in full;
        (ii) may comply with any contract entered into by the corporation as of May 3, 1999, until the term of that contract expires; and
        (iii) hold monies on behalf of another entity or subject to provisions of a grant or loan requiring return of the monies if the corporation ceases to be a public entity without those funds being public property under Section 9-13-204 if those monies are held by the corporation as of May 3, 1999.
        (b) Notwithstanding Subsection (3)(a), after May 3, 1999, the corporation may not:
        (i) enter into, modify, or renew any contract that does not comply with this chapter; or
        (ii) administer or issue any loan that is not a loan to a qualified business under Section 9-13-303."
