         USE OF TOBACCO SETTLEMENT MONIES

Senator Howell proposes the following amendments:

1.     Page 2, Line 36:    Delete "Tobacco Settlement Account" and insert "Utah Tobacco
        Prevention and Control Fund"

2.    Page 2, Line 39:    After "known as the" insert "Utah"

3.    Page 2, Line 40:    Delete "Settlement Account" and insert "Prevention and Control Fund"

4.    Page 2, Line 44:    After "only be appropriated" insert
        ": (a) after funding recommendations have been received from the Utah Substance Abuse Coordinating Council and the Coalition For a Tobacco Free Utah, if the recommendations are received within 30 days of the effective date of this legislation;
        (b) after Medicaid reimbursement claims of the federal government have been resolved; and
        (c)"

5.     Page 2, Lines 44-45:    Delete "through appropriation" and insert "for
        (i) tobacco and other substance abuse prevention, treatment, and enforcement, particularly among teens;
        (ii) reducing health risks to Utah children; and
        (iii) other public health-related purposes"
