    The Government Operations Committee recommends H.B. 220, INITIATIVE PROCESS AMENDMENTS, by Representative T. Rowan, be replaced and reports a favorable recommendation on 1st Sub. H.B. 220, INITIATIVE PROCESS AMENDMENTS with the following amendments:

1.    Page 1, Line 21:    After "sponsor, the" insert "bill is filed." and delete the rest of line 21

2.    Page 1, Lines 22-26:    Delete lines 22-26

3.    Page 2, Line 53:    After "people" insert "without amendment"
