Mr. Speaker:

    The Law Enforcement and Criminal Justice Committee reports a favorable recommendation on H.B. 362, DISPATCHER TRAINING AND 911 PHONE CHARGE AMENDMENTS, by Representative B. Chard, with the following amendments:

1.    Page 1, Line 10:    After Line 10 insert:
        " 53-6-305, as enacted by Chapter 134, Laws of Utah 1995"

2.    Page 1, Line 15:    After Line 15 insert:
        "Section 1. Section 53-6-305 is amended to read:
              53-6-305 .   Local governments -- Higher minimum standards.
              [ (1) Participation in dispatcher training and certification under this part is at the option of the legislative body of each county or municipality that employs dispatchers. ]
              [ (2) ] The minimum standards in this part concerning dispatcher qualifications and training do not preclude counties or municipalities from establishing standards higher than the minimum standards contained in this part."

        Please renumber the following sections of the bill.

3.    Page 3, Line 81:    After "credits" delete ", which are nonlapsing"

4.    Page 3, Line 82:    After "(4)" insert "(a)"

5.    Page 3, Line 82:    After "applied" and before ":" delete "to"

6.    Page 3, Line 83:    Delete Lines 83 and 84 entirely.

7.    Page 3, Line 85:    Delete "(b) the expenses of" and insert "(i) first, to"

8.    Page 3, Line 85:    After "commission" insert "for the necessary costs"





9.    Page 3, Line 86:    After "section" delete "." and insert:

         "; and
        (ii) second, to fund the costs of establishing, maintaining, and operating a POST program for dispatchers.
        (b) All funding for POST dispatcher training is nonlapsing.
