Mr. President:

    The Retirement Committee recommends S.B. 106, RETIREMENT BENEFIT ENHANCEMENT, by Senator H. Nielson, be replaced and favorably recommends 1st Sub. S.B. 106, RETIREMENT BENEFIT ENHANCEMENT with the following amendments:
1.    Page 1, Line 22:     After "service" insert "rendered prior to July 1, 1967"

2.    Page 1, Line 23:    Delete "factor" and insert "formula based upon actuarial assumptions and principles that results in a benefit"
