    The Rules Committee recommends the assignment of S.J.R. 1, JOINT RULES RESOLUTION - MINI APPROPRIATIONS PROCESS, by Senator L. Blackham, to the Second Reading Calendar with the following amendments:

1.     Page 5, Line 132:    After "effect" delete the rest of the line and insert "on May 1, 2000."
2.     Page 5, Line 133:    Delete line 133.
