CHANGES TO TELECOMMUNICATIONS LAWS

Representative Becker proposes the following amendments:
1. Page 6, Line 176: At the end of the line bracket "and"
2. Page 6, Line 180: After "services" insert "; and (d) in order to encourage competition in the residential telecommunications market, rates should more accurately reflect the actual cost of service and, to achieve this end, the commission shall determine the amount of any directory publishing assets in which the ratepayers have an interest and any subsidies in order to remove them from the prices charged to customers pursuant to the requirements of this section."
3. Page 9, Line 245: After line 245 insert:
"(c) Prior to application of the price index in December 2000, the commission shall:
(i) determine the amount of and remove any subsidies included in the price; and
(ii)(A) remove from the price all amounts of directory publishing assets imputed to ratepayers;
(B) hold hearings to determine the total amount of the interest ratepayers have in the directory publishing assets of the incumbent telephone company as of the last day of the three-year period specified in Subsection (4) and determine the fair-market value of that asset; and
(C) designate by December 31, 2003 the method of rebate by which the interest shall be returned to customers."
Renumber remaining subsections accordingly.
