6 This act modifies provisions related to the State System of Public Education. The act creates
7 a three-year pilot program for providing audio amplification devices and equipment to
8 public school classrooms. The act appropriates $2,000,000 for fiscal year 2001-02 from the
9 Uniform School Fund to the State Board of Education to fund the pilot program.
10 This act affects sections of Utah Code Annotated 1953 as follows:

15 Be it enacted by the Legislature of the state of Utah:
16 Section 1. Section 53A-1-708 is enacted to read:
17 53A-1-708. Pilot program for acquisition of classroom audio amplification equipment
18 -- Appropriation -- Administration of program.
19 (1) In order to enhance the educational technology initiative programs authorized by this
20 chapter, there is established a three-year pilot program for the acquisition of audio amplification
21 equipment for use in the state's public school classrooms.
22 (2) This pilot program is established to supplement and not supplant the technology
23 programs authorized and funded under Sections 53A-1-701 , 53A-1-702 , and 53A-1-707 .
24 (3) The State Board of Education shall administer the program as provided in this section.
25 (a) The board may contract or work with audio equipment suppliers to:
26 (i) coordinate the overall program; and
27 (ii) publicize the program.
28 (b) The board shall establish policies for the program including:
29 (i) selection of at least ten school districts to participate in the program;
30 (ii) selection and acquisition of audio amplification equipment;
31 (iii) standards for audio equipment, including warranties; and
32 (iv) equitable distribution of equipment to school districts participating in the program.
33 (4) (a) The State Board of Education, through the State Superintendent of Public
34 Instruction, shall conduct a survey of audio amplification needs in the state's 40 school districts
35 to determine how many school districts shall participate in the pilot program each year.
36 (b) The state superintendent shall complete the survey by July 15, 2001.
37 (5) The State Board of Education shall closely monitor the pilot program and present an
38 annual progress report to the Education Interim Committee.
39 Section 2. Section 63-55b-153 is amended to read:
40 63-55b-153. Repeal dates -- Titles 53 and 53A.
41 (1) Subsection 53-5-710 (4) pertaining to restrictions at Olympic venue secure areas is
42 repealed April 1, 2002.
43 (2) Title 53, Chapter 12, State Olympic Public Safety Command Act, is repealed July 1,
44 2002.
45 (3) Section 53-12-301.1 is repealed April 1, 2002.
46 (4) Section 53A-1-403.5 is repealed July 1, 2007.
47 (5) Section 53A-1-708 is repealed July 1, 2004.

50 Section 3. Appropriation.
51 (1) There is appropriated from the Uniform School Fund for fiscal year 2001-02 only,
52 $2,000,000 to the State Board of Education for the purpose of funding the pilot program created
53 in Section 53A-1-708 .
54 (2) The money appropriated in Subsection (1) is nonlapsing.
