6 This act modifies the Wildlife Resources Code to provide that a certain percentage of permits
7 to hunt on cooperative wildlife management units are allocated to the general public and to
8 clarify that the different hunting groups are provided equal hunting opportunities.
9 This act affects sections of Utah Code Annotated 1953 as follows:
10 AMENDS:
11 23-23-7.5, as enacted by Chapter 258, Laws of Utah 1997
12 ENACTS:
13 23-23-7.1, Utah Code Annotated 1953
14 Be it enacted by the Legislature of the state of Utah:
15 Section 1. Section 23-23-7.1 is enacted to read:
16 23-23-7.1. Permit allocation.
17 Permits shall be allocated so that at least 30% of the deer buck and 30% of the elk bull
18 permits must be made available to the general public through the big game draw.
19 Section 2. Section 23-23-7.5 is amended to read:
20 23-23-7.5. Landowner association to provide comparable hunting opportunities.
21 (1) A landowner association shall provide [

23 general public who purchase an authorization to hunt small game or waterfowl on a cooperative
24 wildlife management unit pursuant to Subsection 23-23-7 (2) a hunting opportunity equal to that
25 provided to other holders of authorizations to hunt small game or waterfowl on the cooperative
26 wildlife management unit.
27 (2) A landowner association shall provide members of the public who obtain through a
28 public draw a permit to hunt big game or cougar on a cooperative wildlife management unit
29 pursuant to Subsection 23-23-7 (4)(a) a hunting opportunity equal to that provided to permittees
30 named by the cooperative wildlife management unit operator.
