             5      This act modifies the Transportation Code to provide for the implementation of "511"
             6      traveler information services by the Department of Transportation. The act provides for
             7      rulemaking and for agreements to share the cost of the service.
             8      This act affects sections of Utah Code Annotated 1953 as follows:
             9      ENACTS:
             10          72-6-119, Utah Code Annotated 1953
             11      Be it enacted by the Legislature of the state of Utah:
             12          Section 1. Section 72-6-119 is enacted to read:
             13          72-6-119. "511" Traveler information services -- Lead agency -- Implementation --
             14      Cooperation -- Rulemaking -- Costs.
             15          (1) As used in this section, "511" or "511 service" means three-digit telecommunications
             16      dialing to access intelligent transportation system -- traveler information service provided in the
             17      state in accordance with the Federal Communications Commission and United States Department
             18      of Transportation.
             19          (2) The department is the state's lead agency for implementing 511 service and is the state's
             20      point of contact for coordinating 511 service with telecommunications service providers.
             21          (3) The department shall:
             22          (a) implement and administer 511 service in the state;
             23          (b) coordinate with the highway authorities and public transit districts to provide advanced
             24      multimodal traveler information through 511 service and other means; and
             25          (c) in accordance with Title 63, Chapter 46a, Utah Administrative Rulemaking Act, make
             26      rules as necessary to implement this section.
             27          (4) (a) In accordance with Title 11, Chapter 13, Interlocal Cooperation Act, the department


             28      may enter into agreements or contracts with highway authorities and public transit districts to share
             29      the costs of implementing and administering 511 service in the state.
             30          (b) The department may enter into other agreements or contracts to offset the costs of
             31      implementing and administering 511 service in the state.
