6 This act creates the Task Force on Campaign Finance Reform and Legislative Salaries. It
7 establishes membership and duties of the task force. This act appropriates $26,500 from the
8 General Fund, for fiscal year 2000-01 only, to fund the task force.
9 This act enacts uncodified material.
10 Be it enacted by the Legislature of the state of Utah:
11 Section 1. Task Force on Campaign Finance Reform and Legislative Salaries Task
12 Force -- Creation -- Membership -- Interim rules followed -- Compensation -- Staff.
13 (1) There is created the Task Force on Campaign Finance Reform and Legislative Salaries
14 consisting of the following ten members:
15 (a) three members of the Senate appointed by the president of the Senate, no more than
16 two of whom may be from the same political party; and
17 (b) seven members of the House of Representatives appointed by the speaker of the House
18 of Representatives, no more than four of whom may be from the same political party.
19 (2) (a) The president of the Senate shall designate a member of the Senate appointed under
20 Subsection (1)(a) as a cochair of the committee.
21 (b) The speaker of the House of Representatives shall designate a member of the House
22 of Representatives appointed under Subsection (1)(b) as a cochair of the committee.
23 (3) In conducting its business, the committee shall comply with the rules of legislative
24 interim committees.
25 (4) Salaries and expenses of the members of the committee shall be paid in accordance
26 with Section 36-2-2 and Legislative Joint Rule 15.03.
27 (5) The Office of Legislative Research and General Counsel shall provide staff support to
28 the committee.
29 Section 2. Duties -- Interim report.
30 (1) The task force shall:
31 (a) review Utah's laws on the financing of election campaigns;
32 (b) review federal laws on the financing of election campaigns to determine whether any
33 of those laws and regulations could be used in Utah;
34 (c) review other state's laws on the financing of election campaigns;
35 (d) review compensation of the members of the Legislature;
36 (e) in reviewing the compensation of legislators, consider expenses incurred by legislators
37 in communicating with constituents, including mailings, meetings, travel, and other expenses; and
38 (f) review compensation of other state legislatures, including compensation or
39 reimbursement for communication with constituents.
40 (2) The task force shall present its final report, including any proposed legislation, to the
41 Government Operations Interim Committee before November 1, 2001.
42 Section 3. Appropriation.
43 For fiscal year 2000-01 only, there is appropriated from the General Fund:
44 (1) $3,500 to the Senate to pay for the compensation and expenses of senators on the
45 committee;
46 (2) $8,000 to the House of Representatives to pay for the compensation and expenses of
47 representatives on the committee; and
48 (3) $15,000 to the Office of Legislative Research and General Counsel to pay for staffing
49 the committee.
50 Section 4. Repeal date.
51 This act is repealed November 30, 2001.
