6 This act creates the Emergency Medical Services Task Force. The act establishes a
7 legislative task force for coordination of emergency medical services. The act specifies
8 membership and duties of the task force, provides for reporting to the Legislature, and
9 appropriates $24,500 for fiscal year 2000-01 only. This act provides a repeal date.
10 This act enacts uncodified material.
11 Be it enacted by the Legislature of the state of Utah:
12 Section 1. Coordination of Emergency Medical Services Task Force -- Creation --
13 Membership -- Interim rules followed -- Compensation -- Staff.
14 (1) There is created the Coordination of Emergency Medical Services Task Force
15 consisting of the following eight members:
16 (a) three members of the Senate appointed by the president of the Senate, no more than
17 two of whom may be from the same political party; and
18 (b) five members of the House of Representatives appointed by the speaker of the House
19 of Representatives, no more than three of whom may be from the same political party.
20 (2) (a) The president of the Senate shall designate a member of the Senate appointed under
21 Subsection (1)(a) as a cochair of the task force.
22 (b) The speaker of the House of Representatives shall designate a member of the House
23 of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
24 (3) In conducting its business, the task force shall comply with the rules of legislative
25 interim committees.
26 (4) Salaries and expenses of the members of the task force shall be paid in accordance with
27 Section 36-2-2 and Legislative Joint Rule 15.03.
28 (5) The Office of Legislative Research and General Counsel shall provide staff support to
29 the task force.
30 Section 2. Duties -- Interim report.
31 (1) The task force shall review and make recommendations on the following issues:
32 (a) the nearest unit responding;
33 (b) a centralized dispatch system;
34 (c) the possibility of one radio traffic station that all EMS would share;
35 (d) the readiness of EMS for the 2002 Olympics;
36 (e) the duplication of services and any taxing consequences;
37 (f) appropriate providers for emergency medical services; and
38 (g) certification in the state.
39 (2) A final report, including any proposed legislation shall be presented to the Health and
40 Environment Interim Committee before November 30, 2001.
41 Section 3. Appropriation.
42 There is appropriated from the General Fund for fiscal year 2000-01:
43 (1) $3,500 to the Senate to pay for the compensation and expenses of senators on the task
44 force;
45 (2) $6,000 to the House of Representatives to pay for the compensation and expenses of
46 representatives on the task force; and
47 (3) $15,000 to the Office of Legislative Research and General Counsel to pay for staffing
48 the task force.
49 Section 4. Repeal date.
50 This act is repealed November 30, 2001.
