6 This concurrent resolution of the Legislature and the Governor urges every elementary
7 school in the state to have a full-time certified library media specialist. The resolution urges
8 that increased funding for library specialists and collection development be provided and
9 encourages local school boards to meet minimum standards for media center facilities and
10 programs.
11 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
12 WHEREAS, research in more than 60 educational and library studies has shown that school
13 library media programs and certified library media specialists have a significant impact on student
14 achievement;
15 WHEREAS, research studies have shown that students achieve higher scores on reading
16 and comprehension tests when they have access to adequate print resources, media technology, and
17 certified personnel;
18 WHEREAS, student success in reading is directly related to time spent practicing reading
19 skills;
20 WHEREAS, as citizens of a global society participating in the information age all students
21 must be able to use print, nonprint, and electronic resources;
22 WHEREAS, the Utah State Board of Education has developed literature appreciation and
23 literacy skills as part of the core curriculum for all grade levels; and
24 WHEREAS, certified library media specialists are the primary resource for teaching
25 students information acquisition skills:
26 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
27 Governor concurring therein, urge that every elementary school in the state of Utah be staffed with
28 a full-time certified library media specialist.
29 BE IT FURTHER RESOLVED that the Legislature and the Governor urge that increased
30 funding for library specialists and collective development be provided.
31 BE IT FURTHER RESOLVED that local school boards are encouraged to meet State
32 Board of Education minimum standards for library media center facilities and programs with
33 certified staffing.
34 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Utah State
35 Board of Education and each school district in the state of Utah.
