6 This concurrent resolution of the Legislature and the Governor urges the United States
7 Department of Health and Human Services to establish and fund a Nevada Test Site Fallout
8 Health Effects Subcommittee and a Nevada Test Site Fallout Health Information Network
9 to study the effects of fallout from the Nevada Test Site.
10 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
11 WHEREAS, beginning in 1951, the residents of Utah were involuntarily exposed to
12 radiation released from the Nevada Test Site and were the most heavily exposed population in the
13 United States;
14 WHEREAS, since fallout from the Nevada Test Site began, many citizens of the state of
15 Utah have developed cancers and other related health effects which may be due to radiation
16 exposure;
17 WHEREAS, the federal government has authorized the creation and funding of six
18 radiation exposure health effects subcommittees;
19 WHEREAS, five radiation exposure health subcommittees have already been established
20 for sites producing far less radiation exposure than that created by the Nevada Test Site;
21 WHEREAS, the fifth committee was recently established, leaving only one remaining slot
22 for a radiation exposure health effects subcommittee; and
23 WHEREAS, it is in the best interests of the people of Utah that the remaining radiation
24 exposure health effects subcommittee be allocated to the Nevada Test Site:
25 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
26 Governor concurring therein, urge the United States Department of Health and Human Services
27 to establish and fund a Nevada Test Site Fallout Health Effects Subcommittee and a Nevada Test
28 Site Fallout Health Information Network, with the regional headquarters to be located in the state
29 of Utah.
30 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the United States
31 Secretary of Health and Human Services; the Deputy Assistant Secretary for Science Policy; the
32 director of the Center for Disease Control and Prevention; and the administrator of the Agency for
33 Toxic Substances and Disease Registry.
