7 This concurrent resolution of the Legislature and the Governor requests that the Utah
8 Department of Transportation coordinate transportation-related decisions with local
9 governments when state roads and highways in local jurisdictions are impacted.
10 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
11 WHEREAS, the Utah Department of Transportation has exclusive jurisdiction over all state
12 roads and highways including state roads and highways within the jurisdictional boundaries of
13 municipalities;
14 WHEREAS, Utah Department of Transportation jurisdiction includes placement of traffic
15 control devices and signage, the establishment of egress and ingress, crosswalks, speed limits, and
16 making other transportation-related decisions;
17 WHEREAS, the local elected officials and professional staffs of municipalities have no
18 authority to make transportation decisions on state roads and highways within their respective
19 jurisdictions;
20 WHEREAS, all transportation-related decisions on state roads within municipalities are
21 made administratively by the Utah Department of Transportation; and
22 WHEREAS, the public safety, interest, health, and welfare of the residents of
23 municipalities would be enhanced by giving local elected officials and professional staffs
24 opportunities to provide more input on transportation-related decisions concerning state roads and
25 highways within their jurisdictions:
26 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
27 Governor concurring therein, request the Utah Department of Transportation to communicate and
28 coordinate with municipal elected officials and their professional staffs on transportation-related
29 decisions concerning state roads and highways within their jurisdiction.
30 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Utah
31 Department of Transportation, the Transportation Commission, and the Utah League of Cities and
32 Towns.
