NATURE-SAFE UTAH

             7      This concurrent resolution of the Legislature and the Governor urges state and local
             8      partnerships to participate in the Nature-Safe Utah Initiative to help Utah communities to
             9      become disaster resistant through disaster prevention.
             10      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             11          WHEREAS, the Utah Division of Comprehensive Emergency Management coordinates
             12      disaster prevention among Utah communities and desires to facilitate a statewide partnership with
             13      government, business, voluntary agencies, churches, and civic groups called Nature-Safe Utah;
             14          WHEREAS, the goal of the partnership is to increase Utah disaster resistance;
             15          WHEREAS, state emergency management agencies nationwide are responsible for
             16      coordinating new congressional emphases in disaster prevention, requiring local governments to
             17      address disaster prevention through planning, broad-based community involvement, and
             18      implementation;
             19          WHEREAS, members of related state and federal agencies are able to combine their
             20      talents, expertise, and available resources in a coordinated manner to partnership with interested
             21      local governments in disaster resistance;
             22          WHEREAS, disaster prevention is different in concept and implementation from disaster
             23      preparedness, response, and recovery, involving the mitigation of hazards that might cause
             24      disasters;
             25          WHEREAS, Utah, as other states, desires to do its part in reducing the national, state, and
             26      local cost of natural disasters;
             27          WHEREAS, each community should assume there is a disaster in its future and that


             28      prevention is part of maintaining a sustainable community;
             29          WHEREAS, all elements of communities benefit from disaster prevention;
             30          WHEREAS, much remains to be done statewide in disaster prevention, which is best
             31      accomplished at the local level, with state coordination; and
             32          WHEREAS, the Utah Division of Comprehensive Emergency Management is promoting
             33      Nature-Safe Utah for the coordinating emphasis in disaster prevention, as it relates to the new
             34      national emphasis:
             35          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
             36      Governor concurring therein, urge state and local partnerships to participate in the Nature-Safe
             37      Utah initiative to help Utah communities in disaster prevention efforts.
             38          BE IT FURTHER RESOLVED that the Legislature and the Governor support the spirit and
             39      concept of the Utah Comprehensive Emergency Management's Nature-Safe Utah Initiative so that
             40      Utah can more effectively accelerate statewide efforts in disaster prevention.
             41          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Utah Division
             42      of Comprehensive Emergency Management.
