             7      This concurrent resolution of the Legislature and the Governor recognizes the Utah/Silicon
             8      Valley Alliance and supports the economic development goals of the Utah/Silicon Valley
             9      Alliance.
             10      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             11          WHEREAS, the economy of the nation and the world is increasingly being driven by
             12      developments in technology and by the high technology business sector in what is known as the
             13      New Economy;
             14          WHEREAS, the future of Utah's economic prosperity will depend in large measure upon
             15      its ability to be a leader in the New Economy;
             16          WHEREAS, the New Economy presents an opportunity for Utah to redefine itself
             17      economically and to build a vibrant economy for the 21st Century;
             18          WHEREAS, Utah has a well-educated, motivated workforce which is growing twice as fast
             19      as the nation's workforce;
             20          WHEREAS, Utah has three major research universities and ranks 11th among states in the
             21      percent of the workforce who are scientists and engineers;
             22          WHEREAS, Utah ranks first in the nation in the percent of households with a computer
             23      and eighth in the nation in Internet usage;
             24          WHEREAS, Utah has a healthy and growing high technology business sector;
             25          WHEREAS, the development of information technology infrastructure and workforce skills
             26      is necessary to compete in the New Economy;
             27          WHEREAS, it is in the economic interests of the state to strengthen its position as a center


             28      for high technology and entrepreneurship in the New Economy;
             29          WHEREAS, the Silicon Valley area in California is recognized as a high technology world
             30      leader possessing a high technology economy and is a model for Utah's economic growth;
             31          WHEREAS, Utah represents a logical grow-out region for Silicon Valley expansion;
             32          WHEREAS, there are many professionals in the Silicon Valley who have close ties to Utah
             33      and constitute a Friends of Utah network;
             34          WHEREAS, the Governor of the State of Utah has created by Executive Order the
             35      Utah/Silicon Valley Alliance, as an unincorporated association operating within the Utah
             36      Department of Community and Economic Development; and
             37          WHEREAS, the purpose of the Utah/Silicon Valley Alliance is to accelerate Utah's
             38      emergence as a center for technology and entrepreneurship in the New Economy by implementing
             39      activities which will develop and promote Utah's technology assets, human capital, workforce
             40      development, economic infrastructure, and financial resources:
             41          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the State of Utah, the
             42      Governor concurring therein, express strong support for the Utah/Silicon Valley Alliance as a
             43      means of establishing Utah as a center for high technology and entrepreneurship in the New
             44      Economy and as an economic development priority in building a vibrant economy for the 21st
             45      Century.
             46          BE IT FURTHER RESOLVED that the Legislature and the Governor recognize and
             47      support the Utah/Silicon Valley Alliance as an important component of the state's high technology
             48      economic development strategy.
             49          BE IT FURTHER RESOLVED that the Legislature and the Governor support the goals of
             50      the Utah/Silicon Valley Alliance, which are to strengthen Utah's high technology economy in both
             51      urban and rural areas of the state through activities that will enhance university research
             52      capabilities, accelerate the deployment of telecommunications and other economic infrastructure,
             53      develop high technology skills in the Utah workforce, attract venture capital and other financing
             54      for technology businesses within the state, and promote Utah as a grow-out center for high
             55      technology businesses from the Silicon Valley and elsewhere.
             56          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Utah/Silicon
             57      Valley Alliance, the Utah Information Technology Association, the Utah State Office of Education,
             58      and the Computer Science and Engineering Departments of the University of Utah, Brigham


             59      Young University, and Utah State University.
