             6      This joint resolution of the Legislature urges the United States Congress to establish a
             7      Federal Construction Grants program for education to provide matching grants for
             8      vocational education facilities.
             9      Be it resolved by the Legislature of the state of Utah:
             10          WHEREAS, the people of the United States, including the citizens of Utah, are competing
             11      on a daily basis in a global marketplace in a highly technological environment;
             12          WHEREAS, trained minds and skilled hands make for a confident and determined citizen
             13      workforce;
             14          WHEREAS, the nation's businesses cannot compete effectively without a vibrant corps of
             15      trained, confident, and skilled workers;
             16          WHEREAS, the management and governance of an education system has always worked
             17      best at the local level; and
             18          WHEREAS, federal financial support in the form of one-time construction grants have
             19      proven to be an effective partnering effort for needed public projects at the local level:
             20          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah urge the
             21      United States Congress to establish a Federal Construction Grants program to provide matching
             22      construction grants to assist states with the significant costs of acquiring and constructing a broad
             23      based system of vocational education centers for the teaching and training of the entry level and
             24      advanced vocational and technological skills necessary for the development of the workforce in
             25      a broad based global economy.
             26          BE IT FURTHER RESOLVED that the Legislature urges that the program also provide
             27      tax and other incentives for industry to encourage donations of money and specialized equipment


             28      for the teaching and training of technological concepts and skills.
             29          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the President of the
             30      United States Senate, the Speaker of the United States House of Representatives, and the members
             31      of Utah's congressional delegation.
