6 This House resolution modifies House rules relating to long titles. This resolution gives the
7 Chief Clerk of the House limited powers to conform long titles to reflect changes made by
8 substitute or amendment and makes a technical change in reading requirements to conform
9 with the Utah Constitution and with current practice. This resolution takes effect upon
10 passage by the House of Representatives.
11 This resolution affects legislative rules as follows:
12 Be it resolved by the House of Representatives of the state of Utah:

16 Section 1. HR-20.06 is amended to read:
17 HR-20.06. Duties of the Chief Clerk.
18 A Chief Clerk of the House shall be appointed by the Speaker or Speaker-elect before each
19 session is convened. The general duties of the Chief Clerk are to:
20 (1) certify and transmit all bills to the Senate and inform the Senate of all House action;
21 (2) assist the Journal Clerk in preparation of the House Journal and certify it as an accurate
22 reflection of House action;
23 (3) correct the spelling of words, erroneous division and hyphenation of words, correct
24 mistakes in numbering sections and their references, capitalize or decapitalize words, change
25 numbers from words to figures or from figures to words, and underscore or remove underscoring
26 in bills without a motion to amend, which technical corrections may be made either before or
27 following final passage of a bill;
28 (4) modify the long title of any bill or resolution to ensure that the long title accurately
29 reflects any changes to the bill or resolution made by amendment or substitute;

32 (b) provide that any employee who is absent without the written consent or subsequent
33 approval of the Speaker may not be paid for the day or days of absence;

46 Section 2. HR-25.08 is amended to read:
47 HR-25.08. Third Reading Calendar.
48 (1) (a) For its third reading, each bill listed shall be read by [
49 two-thirds vote the House members suspend this requirement. (Utah Constitution Article VI,
50 Section 22; cf. HR-27.16)
51 (b) The bill shall then be considered.
52 (2) (a) On each bill, after reading the [
53 House standing committee reviewed the bill and the vote in that committee.
54 (b) If a bill has not received a House standing committee review, the reading clerk shall
55 announce that the bill received no House standing committee review.
56 (3) (a) The final question is: "This bill (resolution) has been read three times; the question
57 is: Shall the bill (resolution) pass?"
58 (b) The final vote shall then be taken.
59 Section 3. Effective date.
60 This resolution takes effect upon approval by a constitutional majority vote of all members
61 of the House of Representatives.
