             6      This House resolution modifies House rules by establishing Mason's Manual of Legislative
             7      Procedure as a reference for parliamentary procedure. This resolution prohibits bills placed
             8      on the third reading calendar from being read and considered for one day, except during the
             9      last three days of the session. This resolution takes effect upon passage by the House.
             10      This resolution affects legislative rules as follows:
             11      AMENDS:
             12          HR 25.03
             13      REPEALS AND REENACTS:
             14          HR 34.03
             15      Be it resolved by the House of Representatives of the state of Utah:
             16          Section 1. HR 25.03 is amended to read:
             17           HR-25.03. Consideration of Bills.
             18          (1) Except for the 43rd, 44th, and 45th day of the session, a bill may not be read the third
             19      time until the day after it is placed on the third reading calendar.
             20          (2) Bills on third reading calendar shall be considered in the order they appear on the
             21      calendar unless a constitutional majority vote of the members of the House directs other action.
             22          (3) The Chief Clerk [is responsible for maintaining] shall maintain the calendar properly
             23      listing the bills.
             24          Section 2. HR 34.03 is repealed and reenacted to read:
             25           HR-34.03. Mason's Manual of Legislative Procedure; Reference.
             26          [The rules of parliamentary practice and legislative procedure given in Mason's Manual of
             27      Legislative Procedure govern the House of Representatives where those rules are applicable and


             28      are not inconsistent with the standing rules of the House of Representatives.] In addition to
             29      legislative rules, the presiding officer may use Mason's Manual of Legislative Procedure as a
             30      reference when a question arises about parliamentary practice, legislative process, or legislative
             31      procedure that is not resolved by reference to legislative rules.
             32          Section 3. Effective date.
             33          This resolution takes effect upon approval by a constitutional majority vote of all members
             34      of the House of Representatives.
