             7      This act modifies the Government Records Access and Management Act by defining public
             8      associations and making them subject to GRAMA.
             9      This act affects sections of Utah Code Annotated 1953 as follows:
             10      ENACTS:
             11          63-2-1001, Utah Code Annotated 1953
             12      Be it enacted by the Legislature of the state of Utah:
             13          Section 1. Section 63-2-1001 is enacted to read:

Part 10. Public Associations

             15          63-2-1001. Definitions -- Public associations subject to act.
             16          (1) As used in this section:
             17          (a) "Public association" means any association, club, league, organization, or society
             18      whose members include elected or appointed public officials and for which public funds are used
             19      or paid to the public association for membership dues or for other support for the official's
             20      participation in the public association.
             21          (b) (i) "Public funds" means any monies received by a public entity from appropriations,
             22      taxes, fees, interest, or other returns on investment.
             23          (ii) "Public funds" does not include monies donated to a public entity by a person or entity.
             24          (2) The records of a public association are subject the provisions of this chapter in the
             25      same way as a government entity.
