Mr. Speaker:

    The Transportation Committee reports a favorable recommendation on H.B. 182, USE OF MOBILE PHONES IN VEHICLES, by Representative K. Holdaway, with the following amendments:

1.    Page 1, Line 6:    After line 6 insert:
        " This act provides secondary enforcement of violations."

2.    Page 1, Line 18:    After "use;" insert "or"

3.    Page 1, Line 20:    Delete the semicolon and insert a period

4.    Page 1, Lines 21-23:    Delete all of lines 21 through 23

5.    Page 1, Line 24:    After line 24 insert:
        "(4) Enforcement of this section by state or local law enforcement officers shall be only as a secondary action when an operator of a motor vehicle has been detained for a suspected violation of Title 41, other than this section, or for another offense."
