             7      This act creates the Funding of State and County Health and Human Services Legislative
             8      Task Force. The act designates membership and duties for the task force. The act
             9      appropriates $24,500 from the General Fund for fiscal year 2002-03 to fund the task force
             10      and repeals the task force on November 30, 2002.
             11      This act enacts uncodified material.
             12      Be it enacted by the Legislature of the state of Utah:
             13          Section 1. Funding of State and County Health and Human Services Task Force --
             14      Creation -- Membership -- Interim rules followed -- Compensation -- Staff.
             15          (1) There is created the Funding of State and County Health and Human Services Task
             16      Force consisting of the following h [ eight ] TEN h members:
             17          (a) three members of the Senate appointed by the president of the Senate, no more than
             18      two of whom may be from the same political party; h [ and ] h
             19          (b) five members of the House of Representatives appointed by the speaker of the House
             20      of Representatives, no more than three of whom may be from the same political party h ; AND
             20a          (c) TWO MEMBERS REPRESENTING UTAH COUNTIES, APPOINTED BY THE UTAH
             20b      ASSOCIATION OF COUNTIES h .
             21          (2) (a) The president of the Senate shall designate a member of the Senate appointed under
             22      Subsection (1)(a) as a cochair of the committee.
             23          (b) The speaker of the House of Representatives shall designate a member of the House
             24      of Representatives appointed under Subsection (1)(b) as a cochair of the committee.
             25          (3) h [ In conducting its business, the c ommittee shall comply with the rules of legislative
             26      interim committees
] (a) A MAJORITY OF THE MEMBERS OF THE TASK FORCE CONSTITUTES

             26a      h A QUORUM.
             26b          (b) THE ACTION OF A MAJORITY OF THE QUORUM CONSTITUTES AN ACTION OF
             26c          THE TASK FORCE h .
             27          (4) h (a) h Salaries and expenses of the h LEGISLATIVE h members of the committee shall
             27a      be paid in accordance


             28      with Section 36-2-2 and Legislative Joint Rule 15.03.
             28a           h (b) MEMBERS OF THE TASK FORCE WHO ARE NOT LEGISLATORS RECEIVE NO
             28b      COMPENSATION FOR THEIR WORK ASSOCIATED WITH THE TASK FORCE. h
             29          (5) The Office of Legislative Research and General Counsel shall provide staff support to
             30      the committee.
             31          Section 2. Duties -- Interim report.
             32          (1) The committee shall review and make recommendations on the following issues:
             33          (a) the role and responsibility of state government and local governments for funding and
             34      operating health and human services programs within the state; and
             35          (b) the allocation of funding for health and human services programs to local governments.
             36          (2) A final report, including any proposed legislation shall be presented to the Health and
             37      Human Services Interim Committee before November 30, 2002.
             38          Section 3. Appropriation.
             39          There is appropriated from the General Fund for fiscal year 2002-03, a one-time
             40      appropriation of:
             41          (1) $3,500 to the Senate to pay for the compensation and expenses of senators on the
             42      committee;

             43          (2) $6,000 to the House of Representatives to pay for the compensation and expenses of
             44      representatives on the committee; and

             45          (3) $15,000 to the Office of Legislative Research and General Counsel to pay for staffing
             46      the committee.
             47          Section 4. Repeal date.
             48          This act is repealed November 30, 2002.
