LEGISLATIVE TASK FORCE AMENDMENTS

             5      This act repeals the Government Revenue and Tax System Task Force and creates the
             6      Agricultural Sustainability Task Force. This act provides for the Agricultural Sustainability
             7      Task Force membership, task force chairs, compensation of task force members, the task
             8      force meeting schedule, staff support, task force duties and responsibilities, and task force
             9      reporting requirements. The act requires the task force to follow interim rules. This act
             10      redirects the balance of the money appropriated for the Government Revenue and Tax
             11      System Task Force to be used for the Agricultural Sustainability Task Force. This act is
             12      repealed November 30, 2002.
             13      This act affects uncodified material as follows:
             14      AMENDS:
             15           Uncodified Section 4, Chapter 282, Laws of Utah 2001
             16      This act enacts uncodified material.
             17      Be it enacted by the Legislature of the state of Utah:
             18          Section 1. Uncodified Section 4, Chapter 282, Laws of Utah 2001 is amended to read:
             19          Section 4. Repeal date.
             20          This act is repealed [November 30] May 6, 2002.
             21          Section 2. Agricultural Sustainability Task Force -- Creation -- Membership -- Chairs
             22      -- Interim rules followed -- Compensation -- Meetings -- Staff.
             23          (1) There is created the Agricultural Sustainability Task Force consisting of the following
             24      h [ 20 ] 21 h members:
             25          (a) five voting members of the Senate appointed by the president of the Senate, no more
             26      than three of whom may be from the same political party;
             27          (b) seven voting members of the House of Representatives appointed by the speaker of the


             28      House of Representatives, no more than four of whom may be from the same political party; h [ and ]
             28a          (c) THE COMMISSIONER OF THE DEPARTMENT OF AGRICULTURE AND FOOD OR HIS
             28b      DESIGNEE, WHO SHALL BE A NONVOTING MEMBER; AND h
             29           h [ (c) ] (d) h eight nonvoting members, appointed jointly by the president of the Senate and
             29a      the
             30      speaker of the House or Representatives, with one representative from each of the following
             31      organizations:
             32          (i) Utah Farm Bureau Federation;
             33          (ii) Utah Wool Growers;
             34          (iii) Utah Cattleman's Association;
             35          (iv) Utah Farmers Union;
             36          (v) Utah Pork Producers;
             37          (vi) Utah Dairyman's Association;
             38          (vii) Utah Council of Farm Cooperatives; and
             39          (viii) Utah State University Extension Service.
             40          (2) (a) The president of the Senate shall designate a member of the Senate appointed under
             41      Subsection (1)(a) as a cochair of the Agricultural Sustainability Task Force.
             42          (b) The speaker of the House of Representatives shall designate a member of the House
             43      of Representatives appointed under Subsection (1)(b) as a cochair of the Agricultural Sustainability
             44      Task Force.
             45          (3) In conducting its business, the Agricultural Sustainability Task Force shall comply with
             46      the rules of legislative interim committees.
             47          (4) A majority of the voting members constitutes a quorum for the transaction of the
             48      official business of the task force.
             49          (5) (a) Legislators on the task force shall receive compensation and expenses in accordance
             50      with Section 36-2-2 and Legislative Joint Rule 15.03.
             51          (b) Task force members who are employees of the state shall receive no additional
             52      compensation.
             53          (c) Other task force members shall receive no compensation or expenses from the state for
             54      service on the task force.
             55          (6) The Agricultural Sustainability Task Force may meet up to eight times.
             56          (7) The Office of Legislative Research and General Counsel shall provide staff support to
             57      the Agricultural Sustainability Task Force.
             58          Section 3. Duties and responsibilities -- Interim report.


             59          (1) The Agricultural Sustainability Task Force shall study the following issues:
             60          (a) state funding and support for agricultural research and development;
             61          (b) innovative methods to market and promote Utah agricultural products, including
             62      current efforts of the Utah Department of Agriculture and Food to market and promote Utah
             63      agricultural products;
             64          (c) Utah agriculture forecasts for the next five to ten years;
             65          (d) strategies for preserving productive agricultural lands amidst urban growth, with an
             66      emphasis on market driven responses; and
             67          (e) preserving grazing on public lands.
             68          (2) The Agricultural Sustainability Task Force shall make a final report to the Natural
             69      Resources, Agriculture, and Environment Interim Committee on or before its November interim
             70      meeting.
             71          Section 4. Repeal date.
             72          This act is repealed November 30, 2002.
             73          Section 5. Intent language.
             74          It is the intent of the Legislature that the balance of the funding appropriated under Chapter
             75      282, Laws of Utah 2001, for the Government Revenue and Tax System Task Force, to the Senate,
             76      the House of Representatives, and the Office of Legislative Research and General Counsel shall
             77      remain with those entities and shall be redirected to be used for the funding of the Agricultural
             78      Sustainability Task Force.
