             6      This act modifies the Lobbyist Disclosure and Regulation Act to prohibit contributions to
             7      the governor during a legislative session or during the time period established for the
             8      governor to approve or veto bills passed by the Legislature.
             9      This act affects sections of Utah Code Annotated 1953 as follows:
             10      AMENDS:
             11          36-11-305, as enacted by Chapter 340, Laws of Utah 1995
             12      Be it enacted by the Legislature of the state of Utah:
             13          Section 1. Section 36-11-305 is amended to read:
             14           36-11-305. Campaign contribution during session prohibited.
             15          (1) It is unlawful for a lobbyist or principal to make a campaign contribution or contract,
             16      promise, or agree to make a campaign contribution to a legislator or a legislator's personal
             17      campaign committee, or a legislator's personal political action committee during the time the
             18      Legislature is convened in annual general or veto override session, or in a special session convened
             19      before July 1 of a general election year.
             20          (2) It is unlawful for a person, lobbyist, principal, or political committee to make a
             21      contribution, or contract, promise, or agree to make a contribution, to the governor, the governor's
             22      personal campaign committee, or a political action committee controlled by the governor during
             23      the time the Legislature is convened in annual general or veto override session, during a special
             24      session convened before July 1 of a general election year, or during the time period established by
             25      the Utah Constitution, Article VII, Section 8, for the governor to approve or veto bills passed by
             26      the Legislature.
             27          [(2)] (3) Any person who violates this section is guilty of a class A misdemeanor.
