6 This act creates the School and School District Task Force. This act provides for the
7 membership of the task force, task force chairs, compensation of task force members, the
8 task force meeting schedule, staff support, task force duties and responsibilities, and task
9 force reporting requirements. The act requires the task force to follow interim rules. The
10 act appropriates a total of $54,000 from the General Fund for fiscal year 2001-02 to the
11 Senate, the House of Representatives, and the Office of Legislative Research and General
12 Counsel to fund the task force. This act is repealed November 30, 2002.
13 This act enacts uncodified material.
14 Be it enacted by the Legislature of the state of Utah:
15 Section 1. School and School District Size Task Force -- Creation -- Membership --
16 Chairs -- Interim rules followed -- Compensation -- Meetings -- Staff.
17 (1) There is created the School and School District Size Task Force consisting of the
18 following 12 members:
19 (a) five members of the Senate appointed by the president of the Senate, no more than
20 three of whom may be from the same political party; and
21 (b) seven members of the House of Representatives appointed by the speaker of the House
22 of Representatives, no more than four of whom may be from the same political party.
23 (2) (a) The president of the Senate shall designate a member of the Senate appointed under
24 Subsection (1)(a) as a cochair of the School and School District Size Task Force.
25 (b) The speaker of the House of Representatives shall designate a member of the House
26 of Representatives appointed under Subsection (1)(b) as a cochair of the School and School
27 District Size Task Force.
28 (3) In conducting its business, the School and School District Size Task Force shall
29 comply with the rules of legislative interim committees.
30 (4) Members of the School and School District Size Task Force shall receive
31 compensation and expenses in accordance with Section 36-2-2 and Legislative Joint Rule 15.03.
32 (5) The School and School District Size Task Force may meet up to eight times.
33 (6) The Office of Legislative Research and General Counsel shall provide staff support to
34 the School and School District Size Task Force.
35 Section 2. Duties and responsibilities -- Interim report.
36 (1) The School and School District Size Task Force shall review and make
37 recommendations on the following issues:
38 (a) the ideal size of school districts in this state;
39 (b) the most cost-effective and efficient way to create smaller school districts;
40 (c) the ideal size of schools in this state; and
41 (d) the most cost-effective and efficient way to create smaller schools.
42 (2) The School and School District Size Task Force shall make a final report to the
43 Education Interim Committee on or before the November interim meeting.
44 Section 3. Appropriation.
45 There is appropriated from the General Fund for fiscal year 2001-02 to pay for the School
46 and School District Size Task Force:
47 (1) $10,000 to the Senate to pay for the compensation and expenses of senators on the
48 School and School District Size Task Force;
49 (2) $14,000 to the House of Representatives to pay for the compensation and expenses of
50 representatives on the School and School District Size Task Force; and
51 (3) $30,000 to the Office of Legislative Research and General Counsel to pay for staffing
52 the School and School District Size Task Force.
53 Section 4. Repeal date.
54 This act is repealed November 30, 2002.
