6 This act creates the Agricultural Sustainability Task Force. This act provides for the
7 membership of the task force, task force chairs, compensation of task force members, the
8 task force meeting schedule, staff support, task force duties and responsibilities, and task
9 force reporting requirements. The act requires the task force to follow interim rules. The
10 act appropriates $39,500 from the General Fund for fiscal year 2001-02 to the Senate, the
11 House of Representatives, and the Office of Legislative Research and General Counsel to
12 fund the task force. This act is repealed November 30, 2002.
13 This act enacts uncodified material.
14 Be it enacted by the Legislature of the state of Utah:
15 Section 1. Agricultural Sustainability Task Force -- Creation -- Membership -- Chairs
16 -- Interim rules followed -- Compensation -- Meetings -- Staff.
17 (1) There is created the Agricultural Sustainability Task Force consisting of the following
18 20 members:
19 (a) five voting members of the Senate appointed by the president of the Senate, no more
20 than three of whom may be from the same political party;
21 (b) seven voting members of the House of Representatives appointed by the speaker of the
22 House of Representatives, no more than four of whom may be from the same political party; and
23 (c) eight nonvoting members, with one representative from each of the following
24 organizations:
25 (i) Utah Farm Bureau Federation;
26 (ii) Utah Wool Growers;
27 (iii) Utah Cattleman's Association;
28 (iv) Utah Farmers Union;
29 (v) Utah Pork Producers;
30 (vi) Utah Dairyman's Association;
31 (vii) Utah Council of Farm Cooperatives; and
32 (viii) Utah State University Extension Service.
33 (2) (a) The president of the Senate shall designate a member of the Senate appointed under
34 Subsection (1)(a) as a cochair of the Agricultural Sustainability Task Force.
35 (b) The speaker of the House of Representatives shall designate a member of the House
36 of Representatives appointed under Subsection (1)(b) as a cochair of the Agricultural Sustainability
37 Task Force.
38 (3) In conducting its business, the Agricultural Sustainability Task Force shall comply with
39 the rules of legislative interim committees.
40 (4) A majority of the voting members constitutes a quorum for the transaction of the
41 official business of the task force.
42 (5) Members of the Agricultural Sustainability Task Force shall receive compensation and
43 expenses in accordance with Section 36-2-2 and Legislative Joint Rule 15.03.
44 (6) The Agricultural Sustainability Task Force may meet up to eight times.
45 (7) The Office of Legislative Research and General Counsel shall provide staff support to
46 the Agricultural Sustainability Task Force.
47 Section 2. Duties and responsibilities -- Interim report.
48 (1) The Agricultural Sustainability Task Force shall study the following issues:
49 (a) state funding and support for agricultural research and development;
50 (b) innovative methods to market and promote Utah agricultural products, including
51 current efforts of the Utah Department of Agriculture and Food to market and promote Utah
52 agricultural products;
53 (c) Utah agriculture forecasts for the next five to ten years;
54 (d) strategies for preserving productive agricultural lands amidst urban growth, with an
55 emphasis on market driven responses; and
56 (e) preserving grazing on public lands.
57 (2) The Agricultural Sustainability Task Force shall make a final report to the Natural
58 Resources, Agriculture, and Environment Interim Committee on or before its November interim
59 meeting.
60 Section 3. Appropriation.
61 There is appropriated from the General Fund for fiscal year 2001-02 to pay for the
62 Agricultural Sustainability Task Force:
63 (1) $6,000 to the Senate to pay for the compensation and expenses of senators on the
64 Agricultural Sustainability Task Force;
65 (2) $8,500 to the House of Representatives to pay for the compensation and expenses of
66 representatives on the Agricultural Sustainability Task Force; and
67 (3) $25,000 to the Office of Legislative Research and General Counsel to pay for staffing
68 the Agricultural Sustainability Task Force.
69 Section 4. Repeal date.
70 This act is repealed November 30, 2002.
