JOINT RULES RESOLUTION REQUIRING

CERTAIN SPECIAL SESSION PROCEDURES

             6      This resolution modifies Joint Rules by prohibiting the House and Senate from enacting
             7      certain bills and resolutions in a special session unless they have been considered in a
             8      committee meeting or public hearing. This resolution takes effect immediately.
             9      This resolution affects legislative rules as follows:
             10      ENACTS:
             11          JR-18.04
             12      Be it resolved by the Legislature of the state of Utah:
             13          Section 1. Section JR-18.04 is enacted to read:
             14          JR-18.04. Committee review and hearings during special sessions.
             15          (1) The Senate or House of Representatives may not pass a bill, joint resolution, or
             16      concurrent resolution during a special session that has not been considered in a joint interim
             17      meeting, a standing committee, or a public hearing.
             18          (2) This rule does not apply to:
             19          (a) a resolution regarding legislative rules, legislative personnel, or matters solely in the
             20      interest of the Legislature or the Senate or House; or
             21          (b) any appropriations act, supplemental appropriations act, school finance act, bonding
             22      act, or other funding act that has been reviewed and approved by the Executive Appropriations
             23      Committee.
             24          Section 2. Effective date.
             25          This resolution takes effect upon approval by a constitutional majority vote of all members
             26      of the Senate and House of Representatives.
