HOUSE RULES AMENDMENTS RESOLUTION

             5      This resolution modifies House Rules eliminating the requirement of standing committee
             6      review for certain bills. This act takes effect immediately.
             7      This resolution affects legislative rules as follows:
             8      AMENDS:
             9          HR-23.13
             10      Be it resolved by the House of Representatives of the state of Utah:
             11          Section 1. HR-23.13 is amended to read:
             12           HR-23.13. Standing Committee Review.
             13          (1) The House of Representatives may not pass a bill, joint resolution, or concurrent
             14      resolution during the annual general session that has not been reviewed by a House standing
             15      committee.
             16          (2) This rule does not apply to:
             17          (a) any resolution regarding legislative rules or legislative personnel;
             18          (b) bills that have been approved by an interim committee;
             19          (c) the revisor's statute; or
             20          (d) the appropriations act, the supplemental appropriations acts, the school finance act, the
             21      executive compensation act, and any bonding act that has been reviewed and approved by the
             22      Executive Appropriations Committee.
             23          Section 2. Effective date.
             24          This resolution takes effect upon approval by a constitutional majority vote of all members
             25      of the House of Representatives.
