RESOLUTION RECOGNIZING PUBLIC

                 
SAFETY WORKERS FOR OLYMPICS

                 
2002 GENERAL SESSION

                 
STATE OF UTAH

                  This joint resolution of the Legislature recognizes the service and sacrifices of the public
                  safety and security personnel whose many hours of labor ensured the safety and security of
                  athletes and spectators at the 2002 Olympic Winter Games. The resolution also recognizes
                  the efforts of Robert L. Flowers, Commander of the Utah Olympic Public Safety Command,
                  for his effectiveness in organizing and coordinating the efforts of local, state, and federal
                  public safety personnel.
                  Be it resolved by the Legislature of the state of Utah:
                      WHEREAS, the 2002 Olympic Winter Games, hailed as an overwhelming success beyond
                  the most optimistic predictions, was an extraordinary achievement in public safety and security;
                      WHEREAS, Robert L. Flowers, Commander of the Utah Olympic Public Safety
                  Command, organized and coordinated the state's public safety and security efforts;
                      WHEREAS, since 1998, over 20 committees met to formulate public safety and security
                  plans that were eventually combined into a single master plan;
                      WHEREAS, over 11,000 local, state, and federal public safety, law enforcement, and
                  security personnel contributed to keeping the Olympic Winter Games a safe event;
                      WHEREAS, the public safety and security services at the 2002 Olympic Winter Games
                  represents an unprecedented integration of local, state, and federal officials;
                      WHEREAS, 2,400 individuals, mostly from Utah, participated as part of fire and
                  emergency medical services, and served at venues and at temporary stations to improve emergency
                  response time;
                      WHEREAS, 50 local, state, and federal agencies and representatives of the private sector
                  worked together at the Utah Olympic Public Safety Command Center to coordinate public safety
                  and security efforts, and to ensure the rapid dissemination of information impacting business;
                      WHEREAS, the sacrifices of public safety and security personnel during the intense


                  preparation period, including the holiday season, were supported by family members who realized
                  the great importance of their work;
                      WHEREAS, despite the climate of international uncertainty, public safety and security
                  personnel at the 2002 Olympic Winter Games succeeded in keeping the athletes and spectators safe,
                  and allowed them to fully enjoy the Games; and
                      WHEREAS, Commander Robert L. Flowers brought the many public safety and security
                  efforts together and has given tremendous service to the state, the athletes, and the spectators at the
                  2002 Olympic Winter Games:
                      NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah recognizes
                  the service and sacrifices of the public safety and security personnel whose many hours of labor
                  ensured that the 2002 Olympic Winter Games were safe, secure, and a wonderful success for Utah.
                      BE IT FURTHER RESOLVED that the Legislature recognizes the efforts of Robert L.
                  Flowers, Commander of the Utah Olympic Public Safety Command, who brought extraordinary
                  organization and coordination to the efforts of local, state, and federal public safety personnel.
                      BE IT FURTHER RESOLVED that a copy of this resolution be presented to Robert L.
                  Flowers and the Utah Olympic Public Safety Command.
