             7      This joint resolution urges the United States Department of Energy to encourage Congress
             8      to provide grants for the research and development of clean coal technology.
             9      Be it resolved by the Legislature of the state of Utah:
             10          WHEREAS, electricity generated by coal is the nation's most abundant fuel source for the
             11      generation of electrical energy with an estimated supply of 250 years;
             12          WHEREAS, coal accounts for over half of all the electricity generated in the United States;
             13          WHEREAS, coal provides over 96% of Utah's primary electric utility fuel source;
             14          WHEREAS, Utah coal is considered clean coal;
             15          WHEREAS, the National Energy Report presented to President Bush indicates that the
             16      consumption of energy will significantly outpace the generation of electrical energy from all fuel
             17      sources, including coal; and
             18          WHEREAS, the recent price increases for oil and natural gas have made coal the least
             19      expensive fuel to consume:
             20          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah urge the
             21      United States Department of Energy to encourage Congress to provide monies for research and
             22      development grants to promote advances in clean coal technology.
             23          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the United States
             24      Secretary of Energy, the President of the United States Senate, the Speaker of the United States
             25      House of Representatives, and each member of Utah's congressional delegation.
