SENATE RULES AMENDMENTS RESOLUTION
2 2002 GENERAL SESSION
3 STATE OF UTAH

5 This act modifies Senate Rules by modifying requirements governing standing committee
6 review of bills. This act takes effect immediately.
7 This resolution affects legislative rules as follows:
8 AMENDS:
9 SR-23.13
10 Be it resolved by the Senate of the state of Utah:
11 Section 1. SR-23.13 is amended to read:
12 SR-23.13. Standing Committee Review.
13 (1) The Senate may not pass a bill, joint resolution, or concurrent resolution during the
14 annual general session that has not been reviewed by a Senate standing committee.
15 (2) This rule does not apply to:
16 (a) any resolution regarding legislative rules or legislative personnel;
17 (b) bills that have been approved by an interim committee;
18 (c) the revisor's statute; or
19 (d) the appropriations act, the supplemental appropriations acts, the school finance act, the
20 executive compensation act, and any bonding act that has been reviewed and approved by the
21 Executive Appropriations Committee.
22 Section 2. Effective date.
23 This resolution takes effect upon approval by a constitutional majority vote of all members
24 of the Senate.
