6 This resolution of the Senate designates the second week of September 2002 as Adult
7 Lifelong Learning and Literacy week in the state of Utah. The resolution recognizes and
8 encourages Utah adults in their efforts to pursue lifelong learning and to promote literacy
9 and expresses support for financial efforts aimed at aiding adults in their quest for literacy.
10 Be it resolved by the Senate of the state of Utah:
11 WHEREAS, literacy is of fundamental importance in the personal, family, social,
12 workplace, community, civic, and religious affairs of Utah's citizens;
13 WHEREAS, literacy is the primary key for individuals, families, and Utah communities
14 to achieve economic and social well-being;
15 WHEREAS, the April U.S. News and World Report stated that 75 percent of all adults
16 need additional training;
17 WHEREAS, tens of thousands of Utah adults who lack participation in the broad affairs
18 of community, state, and nation are in critical need of basic language, workplace, and individual
19 skills to meet the demands of everyday life and changing technology;
20 WHEREAS, over 150,000 additional Utah adults are in need of higher basic literacy skills,
21 high school diplomas, or General Education Diplomas;
22 WHEREAS, the business community reports that it is more productive and is able to retain
23 more employees who gain English For Speakers of Second Languages training;
24 WHEREAS, thousands of Utah educators and volunteers are turning their energy and
25 expertise toward promoting self-worth and self-actualization, providing the means to expand
26 horizons, and ending continuing generations of illiteracy; and
27 WHEREAS, the Utah Senate acknowledges the need for collaborative efforts providing
28 interagency, business, and community cooperation of providers for adult education services:
29 NOW, THEREFORE, BE IT RESOLVED that the Senate of the state of Utah designates
30 the second week of September 2002 as Adult Lifelong Learning and Literacy week in the state of
31 Utah.
32 BE IT FURTHER RESOLVED that the Senate recognizes, honors, and encourages Utah
33 adults in their efforts to pursue lifelong learning and to promote literacy for every adult and child
34 in Utah.
35 BE IT FURTHER RESOLVED that the Senate recognizes and encourages additional
36 business partnerships and financial state support designed to provide services to adult learners in
37 their quest to obtain literacy and English language skills.
38 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Utah State
39 Board of Education, the Utah State Board of Regents, the Utah State Office of Education, the Utah
40 Manufacturers Association, the Utah Library association, the Utah Partnership for Education and
41 Economic Development, and the Utah Education Association.
