1st Sub. S.B. 55    Amendments to Utah Uniform Building Standards Act (Parley Hellewell)
    
Sen. Hellewell introduced the bill.

MOTION: Rep. Adair moved to pass the bill out favorably. The motion passed unanimously with Rep. Ferry and Rep. Morgan absent for the vote.

H.B. 141    Personal Information Protection (Douglas Aagard)
    
Rep. Aagard introduced the bill and suggested that the bill be referred to interim study.

MOTION: Rep. D. Clark moved that the bill be returned to rules for further study in the interim. The motion passed unanimously with Rep. Ferry and Rep. Morgan absent for the vote.

H.B. 148    Nonprofit Insurers (Afton Bradshaw)
    
Rep. Bradshaw introduced the bill with the assistance of Jim Jardine, TIAA/CREF.

MOTION: Rep. Bradshaw moved to amend the bill as follows:

        1.    Page 2, Line 37:    After "contract that" delete "contains" and insert "pays a benefit based on"

    The motion passed unanimously with Rep. Ferry and Rep. Morgan absent for the vote.

MOTION: Rep. Adair moved to pass the bill out favorably as amended. The motion passed unanimously with Rep. Ferry and Rep. Morgan absent for the vote.


MOTION: Rep. Bradshaw moved that H.B. 148 be placed on the consent calendar. The motion passed unanimously with Rep. Ferry and Rep. Morgan absent for the vote.

2nd Sub. S.B. 48    Public Agency Insurance Mutual Amendments (J.W. “Bill” Hickman)    
    
Sen. Hickman introduced the bill with the assistance of Brent Gardner, Utah Association of Counties.

MOTION: Rep. D. Clark moved to amend the bill as follows:

        1.    Page 1, Line 9:        After " workers' compensation" insert " and health"

        2.    Page 6, Line 150:    After "(A)" insert "subject to Subsection (7)(b),"

        3.    Page 6, Line 151:    After line 151 insert:
                        "(b) Notwithstanding Subsection (7)(a)(ii)(A), a public         agency insurance mutual may not provide health insurance unless the public agency insurance mutual provides the health insurance using:
                        (i) a third party administrator licensed under Chapter 25, Third Party Administrators;
                        (ii) an admitted insurer; or
                        (iii) a group insurance program authorized by Title 49, Chapter 8, Group Insurance Program Act.

Rep. Newbold introduced the bill with the assistance of Chuck Newton, Financial Planner, and Laurie Hart, self.

MOTION: Rep. Hansen moved to pass the substitute bill out favorably. The motion passed unanimously with Rep. Morgan absent for the vote.

S.B. 30        Funding Formula for Alcohol Related Activities of Local Governments (Michael Waddoups)
    
Sen. Waddoups introduced the bill.

MOTION: Rep. Adair moved to pass the bill out favorably. The motion passed unanimously.

MOTION: Rep. Parker moved to approve the minutes of the February 6, 2002 meeting. The motion passed unanimously.

H.B. 307    Treatment of Dishonored Checks (Chad Bennion)

Rep. Bennion introduced the bill.

MOTION: Rep. D. Clark moved to delete in title and body H.B. 307 and replace it with 1st Sub. H.B. 307 Treatment of Dishonored Checks. The motion passed unanimously.

MOTION: Rep. Bradshaw moved to amend the substitute bill as follows:

        1.    Page 4, Line 91:    After "(i) the" bracket "check" and after "amount" insert "owed under Subsection (2)(a)" and after line 91 insert "(ii) the collection costs under Subsection (4);"

        2.    Page 4, Line 92:    Bracket "(ii)" and insert "(iii)"
