Chair Dayton called the meeting to order at 8:06 a.m.
MOTION: Rep. Buffmire moved to approve the minutes of January 24, 2002. The motion passed unanimously with Rep. Alexander, Rep. Bourdeaux, Rep. Hogue, Rep. Shurtliff, and Rep. Pace absent for the vote.
S.B.105 Repeal of Education Mandates and Programs (H. Stephenson)
Rep. Throckmorton introduced S.B. 105 which modifies provisions related to the State System of Public Education by eliminating certain categorical spending programs and mandates on local school districts.
Supt. Steven Laing, Utah State Office of Education, spoke to the bill.
Mr. Steve Peterson, Utah School Boards Association, spoke in support of the bill.
Mr. Brad Caldwell, Clearfield, expressed concern with block granting the education technology initiative.
MOTION: Rep. Throckmorton moved to pass the bill out favorably. The motion passed unanimously with Rep. Alexander, Rep. Bourdeaux, Rep. Hogue, Rep. Shurtliff, and Rep. Pace absent for the vote.
H.B. 240 Public Education Capital Outlay Act Amendments (D. Cox)
MOTION: Rep. Ferrin moved to return the bill to the Rules Committee at the request of the sponsor. The motion passed unanimously with Rep. Alexander, Rep. Bourdeaux, Rep. Hogue, and Rep. Pace absent for the vote.
S.B. 85 Parental Involvement in Public Education (C. Walker)
Sen. Walker introduced S.B. 85 which requires local schools to adopt a written policy on parental involvement.
Ms. Linda Plouzek, Utah PTA, and Mr. Steven Peterson, Utah School Board Association, Utah School Superintendents Association, provided information in response to questions of committee members.
Ms. Karen Derrick, Utah School Boards Association, Utah School Superintendents Association, and Salt Lake City School Board, spoke in support of the bill.
Ms. Marianne Gardner, PTA Education Commissioner, testified that newly enacted federal law will require written parental involvement policies for title 1 students.
Ms. Gale Ruzika, Utah Eagle Forum, expressed opposition to some of the language in the bill.
MOTION: Rep. Ferrin moved to amend the bill as follows:
1. Page 2, Line 37: Delete line 37
2. Page 2, Line 42: After "parents" delete "as full partners"
SUBSTITUTE
MOTION: Rep. Hogue moved to amend the bill as follows:
1. Page 1, Line 26: After "district." delete the remaining language on line 26
2. Page 1, Line 27: Delete line 27
3. Page 2, Lines 28-35: Restore the lines on pages 28-35
4. Page 2, Lines 36-44: Delete lines 36-44
The motion passed with Rep. Ferrin voting in opposition and Rep. Bourdeaux and Rep. Johnson
absent for the vote.
MOTION: Rep. Ferrin moved to move on to the next item on the agenda.
The motion passed with Rep. Buffmire, Rep. Gowans, and Rep. Newbold voting in opposition and with Rep. Bourdeaux and Rep. Johnson absent for the vote.
S.B. 99 Core Curriculum Amendments (D. Gladwell)
Sen. Gladwell introduced the bill which requires the core curriculum and tests administered under the Utah Performance Assessment System for Students (U-PASS) to be aligned with each other.
The following spoke in support of the bill:

MOTION: Rep. Tyler moved to pass the bill out favorably. The motion passed unanimously with Rep. Alexander, Rep. Bourdeaux, and Rep. Johnson absent for the vote.
MOTION: Rep. Throckmorton moved to adjourn. The passed unanimously with Rep. Alexander, Rep. Bourdeaux, and Rep. Johnson absent for the vote.
