Vice-Chair Pace called the meeting to order at 8:02 a.m.

MOTION:    Rep. Dayton moved to approve the minutes of February 4, 2002. The motion passed unanimously with Rep. Bourdeaux, Rep. Buffmire, Rep. Johnson, and
        Rep. Shurtliff absent for the vote.

H.J.R. 18    Resolution Directing Use of Interest on State School Fund (M. Throckmorton)

Rep. Throckmorton introduced H.J.R. 18 and explained that this joint resolution would amend the Utah Constitution to require interest on the State School Fund to be distributed to schools.

MOTION:    Rep. Throckmorton moved to amend the bill as follows:

1.    Page 2, Line 32:    After "interest" insert "and dividends"

2.    Page 2, Line 44:    After "(d)" delete "At the end of" and insert "During" and after                 "interest" insert "and dividends"



3.    Page 2, Line 49:    At the beginning of the line reinsert "(a) interest from the State                 School Fund" and after "interest" insert "and dividends" and at the                 end of the line insert a semicolon

4.    Page 2, Line 51:    Reinsert "(b)" and delete "(a)"

5.    Page 2, Line 52:    Reinsert "(c)" and delete "(b)"

The motion passed unanimously.

MOTION:    Rep. Shurtliff moved to move on to the next item on the agenda. The motion passed unanimously with Rep. Tyler absent for the vote.

H.B. 144    Exemption from Nonresident Tuition (D. Ure)
        
Rep. Ure introduced H.B. 144 which modifies the State System of Higher Education code to allow a student who meets certain requirements to be exempt from paying nonresident tuition at institutions of higher education.

MOTION:     Rep. Gowans moved to pass the bill out favorably. The motion passed with Rep. Throckmorton and Rep. Dayton voting in opposition and Rep. Johnson and Rep.Tyler absent for the vote.

S.J.R. 2S1    Resolution on Investment of State School Fund and Uniform School Fund (L. Hillyard)

Sen. Hillyard introduced 1st Substitute S.J.R. 2 and explained that this joint resolution proposes to amend the Education Article of the Utah Constitution to eliminate a requirement that a portion of interest earnings from the State School Fund, equal to the rate of inflation, be retained in the fund.

MOTION:    Rep. Ferrin moved to pass the bill out favorably. The motion passed unanimously with Rep. Johnson and Rep. Tyler absent for the vote.


S.B. 142    Higher Education Budget Authority (L. Hillyard)

Sen. Hillyard introduced S.B. 142 which authorizes the presidents of the institutions of higher education and the State Board of Regents to reallocate designated appropriations between line items.
                                            
        MOTION:     Rep. Buffmire moved to pass the bill out favorably. The motion passed unanimously with Rep. Johnson, Rep. Throckmorton, Rep. Tyler, and
Rep. Dayton absent for the vote.

        MOTION:     Rep. Buffmire moved to place the bill on the consent calendar. The motion passed unanimously with Rep. Johnson, Rep. Throckmorton, Rep. Tyler, and Rep. Dayton absent for the vote.

MOTION:    Rep. Buffmire moved to adjourn the meeting. The motion passed unanimously with Rep. Johnson, Rep. Throckmorton, Rep. Tyler, and Rep. Dayton absent for the vote.

Vice-Chair Pace adjourned the meeting at 9:10 a.m.
