Vice Chair Pace called the meeting to order at 4:38 p.m.

MOTION:    Rep. Hogue moved to approve the minutes of February 6, 2002. The motion passed unanimously with Rep. Tyler and Rep. Dayton absent for the vote.

SB0081     Education of Persons with a Disability (E. Mayne)
        
MOTION:    Rep. Buffmire moved to amend the bill as follows:

1.     Page 1, Line 7:    Delete "clarifying" and insert "indicating" and after "school" delete "year" and insert "semester"

2.    Page 1, Line 22:    After "of the" delete "school year" and insert ":
            (i) winter semester for those who turn 22 on or after the beginning of the school year and before the end of the winter semester; and
            (ii) school year for those who turn 22 after the winter semester and before the end of the school year
"

The motion passed unanimously with Rep. Tyler and Rep. Dayton absent for the vote.



Sen. Ed P. Mayne introduced S.B. 81 which modifies provisions regarding Public Education for students with disabilities. Education services would be available to the end of the school semester during which a student turns 22.

The following spoke in support of the bill:

Corey Rowley, Legislative Coalition for People with Disabilities                

MOTION:    Rep. Gowans moved to pass the bill out favorably. The motion passed
        unanimously with with Rep. Tyler and Rep. Dayton absent for the vote.


HB0177
     Annual Report on State School Fund (J. Ferrin)

Rep. Ferrin introduced H.B. 177 which requires the state treasurer to prepare an annual report on the State School Fund.

Motion:    Rep. Ferrin moved to amend the bill as follows:

1.    Page 1, Lines 20-21:    After "three years," insert "and" and after "five years" delete ", and             ten years"

The motion passed unanimously with Rep. Tyler and Rep. Dayton absent for the vote.


MOTION:    Rep. Ferrin moved to pass the bill out favorably. The motion passed with Rep.     Hogue and Rep. Pace voting in opposition with Rep. Tyler absent for the vote.


HJR023
     Resolution Promoting Character and Citizenship Education (K. Morgan)

Rep. Morgan introduced HJR 23, a resolution that urges Utah's public elementary and secondary schools to promote character and citizenship education through emphasis on rights, responsibility, and respect.

MOTION:    Rep. Gowans moved to amend the resolution as follows:

1.     Page 2, Line 41:    After "each" insert "public school and"

The motion passed unanimously with Rep. Bourdeaux and Rep. Tyler absent for the vote.



The following spoke in support of the resolution:
Ms. Bonnie Palmer, Utah School Boards Association

MOTION:    Rep. Shurtliff moved to pass the resolution out favorably. The motion passed with         Rep. Ferrin voting in opposition and Rep. Tyler absent for the vote.

MOTION:    Rep. Dayton moved to adjourn. The motion passed unanimously.        

Vice-Chair Pace adjourned the meeting at 5:15 p.m.
