Chair Dayton called the meeting to order at 4:08 p.m.

MOTION:    Rep. Hogue moved to approve the minutes of February 25, 2002. The motion passed unanimously with Rep. Buffmire, Rep. Ferrin, Rep. Newbold, and Rep. Tyler absent for the vote.

HB0331    Nonresident Tuition for Higher Education (J. Alexander)


Rep. Alexander introduced H.B. 331 which modifies the State System of Higher Education Code by amending the definition of a resident student for tuition purposes.

Ms. Cecelia Foxley, Commissioner, Utah System of Higher Education, answered questions about the bill.

MOTION:    Rep. Hogue moved to pass the bill out favorably. The motion passed unanimously     with Rep. Ferrin, Rep. Tyler, and Rep. Pace absent for the vote.





Chair Dayton relinquished the chair to Rep. Gowans at 4:30 p.m.

HB0150    Public Education - Alternative Language Programs (D. Bourdeaux)


MOTION:    Rep. Bourdeaux moved to adopt, in title and body, 1st Sub.H.B.150. The motion     passed unanimously with Rep. Alexander, Rep. Ferrin, Rep. Pace, and Rep.     Dayton absent for the vote.

Rep. Bourdeaux introduced 1st Sub.H.B.150 which requires the State Board of Education and each school district to develop master plans for the delivery alternative language services.

HB0328    Appropriation for Teacher Mentoring Programs (C. Moss)

Rep. Moss introduced H.B. 328 which appropriates money to supplement teacher mentoring programs.

The following spoke in support of the bill:
Ms. Susan Palmer, teacher, Hunter High School

MOTION:    Rep. Tyler moved to pass the bill out favorably. The motion passed unanimously     with Rep. Alexander, Rep. Bourdeaux, Rep. Ferrin, and Rep. Dayton absent for     the vote.

SCR001    Adult Lifelong Learning and Literacy Resolution (D. Steele)

Sen. Steele introduced S.C.R. 1 which designates the second week of September 2002 as Adult Lifelong Learning and Literacy week in the State of Utah.



MOTION:    Rep. Gowans moved to pass the resolution out favorably. The motion passed     unanimously with Rep. Alexander, Rep. Bourdeaux, Rep. Ferrin, and Rep. Tyler     absent for the vote.

MOTION:    Rep. Shurtliff moved to adjourn the meeting. The motion passed unanimously with Rep. Alexander, Rep. Bourdeaux, Rep. Ferrin, and Rep. Tyler absent for the vote.

Vice Chair Pace adjourned the meeting at 5:38 p.m.
