Rep. Buttars called the meeting to order at 3:55 p.m.

MOTION:    Rep. Hendrickson moved to approve the minutes of the January 25, 2002 meeting. The motion passed unanimously with Rep. Bigelow, Rep. Bradshaw, Rep. Duckworth, Rep. Lockhart, and Rep. Clark absent for the vote.


H.B. 71    Eliminate Straight Party Voting Option (T. Beck)

Rep. Beck introduced H.B. 71 and explained it to the committee.

Spoke in favor of the bill:    Laird Fetzer Hamblin, citizen
                Marnie Satterfield, University of Utah student
                Sherry Swenson, Salt Lake County Clerk

Spoke in opposition to the bill:    Scott Parker, Executive Director, Utah Republican Party

MOTION:    Rep. Hansen moved to pass the bill out favorably.




SUBSTITUTE
MOTION:    Rep. Lockhart moved to table the bill. The motion passed with Rep. Duckworth, Rep. Hansen, Rep. Hendrickson, and Rep. Jones voting in opposition to the motion.


S.B. 34S1    Private Records Amendments (D. Steele)

Sen. Steele introduced 1st Substitute S.B. 34 and explained it to the committee.

Spoke in favor of the bill:    Al Sherwood, Chief Information Officer, Governor's Office
                Sarah Meier, Utah School Boards Association

MOTION:    Rep. Bradshaw moved to pass the bill out favorably. The motion passed with Rep. Bigelow voting in opposition.
