Rep. Clark called the meeting to order at 8:06 a.m. He excused Rep. Buttars.

MOTION:    Rep. Bowman moved to approve the minutes of the February 5, 2002 meeting. The motion passed unanimously with Rep.Bradshaw, Rep. Bush, and Rep. Hendrickson absent for the vote.


H.B. 311    State Capitol Preservation Board - Chair (G. Adair)

Rep. Adair introduced H.B. 311 and explained it to the committee.

MOTION:    Rep. Bigelow moved to pass the bill out favorably. The motion passed unanimously with Rep. Bradshaw, Rep. Bush, and Rep. Hendrickson absent for the vote.

MOTION:    Rep. Bigelow moved to place H.B. 311 on the Consent Calendar. The motion passed unanimously with Rep. Bradshaw, Rep. Bush, and Rep. Hendrickson absent for the vote.


H.B. 166    Public Review of Municipal Appropriations and Resources (R. Barrus)

MOTION:    Rep. Bigelow moved to amend H.B. 166 as follows:

1.    Page 3, Line 67:    After line 67 insert:
        "(h) This section shall only apply to appropriations not otherwise approved pursuant to Title 10, Chapter 5, Uniform Fiscal Procedures Act for Utah Towns, or Title 10, Chapter 6, Uniform Fiscal Procedures Act for Utah Cities."

The motion to amend the bill passed unanimously with Rep. Hendrickson absent for the vote.

Rep. Barrus introduced the amended bill and explained it to the committee. He was assisted by Gary Crane, representing the Utah League of Cities and Towns.

Spoke in favor of the bill:    Frank Suitter, attorney, representing JP Realty and John Price.

Rep. Lockhart declared a conflict of interest.

MOTION:    Rep. Bush moved to pass the amended bill out favorably. The motion passed unanimously.


H.B. 147    Fiscal Accountability Standards (D. Litvack)

Rep. Litvack introduced H.B. 147 and explained it to the committee.

Spoke in opposition to the bill:    Lynne Ward, Director, Governor's Office of Planning and Budget

MOTION:    Rep. Bush moved to proceed to the next item on the agenda. The motion passed with Rep. Hendrickson and Rep. Jones voting in opposition to the motion.


H.B. 169    Midterm Vacancies in the Legislature (R. Becker)

Rep. Becker introduced H.B. 169 and explained it to the committee.

Spoke in favor of the bill:    Ken Gardner, Secretary, Salt Lake County Democratic Party

MOTION:    Rep. Bradshaw moved to pass the bill out favorably. The motion passed unanimously.


MOTION:    Rep. Bigelow moved to adjourn. The motion passed unanimously.
