Vice Chair Lockhart called the meeting to order at 8:35 a.m.
MOTION: Representative Saunders moved to approve the minutes of the January 28, 2002 committee meeting. The motion passed unanimously with Ray absent for the vote.
S.B. 97 Forensic Mental Health Coordinating Council (K. Hale)
Senator Hale explained the bill to the committee with the assistance of Mr. Creighton C. Horton, Attorney General's Office.
MOTION: Representative Saunders moved to amend the bill as follows:
1. Page 2, Line 40: After semi-colon delete “and” and after line 40 insert the
following:
“(m) the director of the Disability Law Center or the director's
appointee; and”
2. Page 2, Line 41: At the beginning of the line delete “(m)” and insert “(n)”
3. Page 2, Line 42: Delete “(l)” and insert “(m)”
The motion passed with Representative Lockhart voting no.
Mr. Ron Gardener, Disability Law Center, and Mr. Jesse Gallegos, Deputy Director - Utah Department of Corrections, spoke in support of the bill.
MOTION: Representative Arent moved to pass the bill out favorably.
SUBSTITUTE
MOTION: Representative Ray moved to adjourn the meeting. The motion failed with the voting as follows:
Voting yes - Representative Donnelson, Representative Ray, Representative Thompson, Representative Way, Representative Lockhart
Voting no -Representative Arent, Representative Beck, Representative Jones, Representative Mascaro, and Representative Saunders
Voting then took place on the original motion of Representative Arent to pass the bill out favorably. The motion failed with the voting as follows:
Voting yes - Representative Arent, Representative Beck, Representative Jones, Representative Mascaro, and Representative Saunders
Voting no - Representative Donnelson, Representative Ray, Representative Thompson, Representative Way, Representative Lockhart
MOTION: Representative Way moved to adjourn the meeting. The motion passed unanimously.
Vice Chair Lockhart adjourned the meeting at 9:15 a.m.
