Chair Saunders called the meeting to order at 8:10 a.m.


S.B. 97    Forensic Mental Health Coordinating Council (K. Hale)

This bill was introduced to the committee in the meeting of January 30, 2002 when amendments were made to the bill.

Senator Hale explained the bill to the committee.

Speaking to the bill were Ms. Sue Behle, Mental Retardation Subcommittee, and Ms. Alison Lozano, Governor's Council for People With Disabilities.

MOTION:    Representative Beck moved to pass the bill out favorably as amended. The motion passed with Representative Donnelson, Representative Thompson, and Representative Way voting no. Representative Lockhart was absent for the vote.


1st Substitute S.B. 15    Organ Donation Checkoff (K. Hale)

Senator Hale explained the bill to the committee.

Mr. Tracy Schmidt, Intermountain Donor Services, spoke in support of the bill.

MOTION:    Representative Arent moved to pass the bill out favorably. The motion passed unanimously with Representative Ray absent for the vote.


S.B. 50    Utah Medical Practice Act Amendments (D. E. Allen)

Senator Allen explained the bill to the committee with the assistance of Dr. Steven Ratcliffe and distributed a handout.

MOTION:    Representative Thompson moved to pass the bill out favorably. The motion passed unanimously with Representative Ray absent for the vote.


2nd Substitute S.B. 101    Criminal Background Checks for Licensed Providers of Human Services (L. Blackham)

Senator Blackham explained the bill to the committee with the assistance of Mr. Jack Tanner, Utah Behavioral Healthcare Network.

MOTION:    Representative Way moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    
Representative Litvak moved to amend the bill as follows:

    Page 6, Line 160:        After “misdemeanor” delete “other than a protective order violation in a domestic case

    The motion failed with the voting as follows: Representative Donnelson, Representative Thompson, Representative Way, Representative Lockhart, and Representative Saunders voted no. Representative Arent, Representative Beck, Representative Jones, and Representative Litvak voted yes. Representative Ray was absent for the vote.




        Voting then took place on the original motion of Representative Way to pass the bill out favorably. The motion passed unanimously with Representative Ray absent for the vote.

MOTION:    Representative Way moved to adjourn the meeting. The motion passed unanimously with Representative Ray absent for the vote.

Chair Saunders adjourned the meeting at 9:00 a.m.
