Vice-Chair Lockhart called the meeting to order at 4:11 p.m.
MOTION: Representative Saunders moved to approve the minutes of the February 25, 2002 committee meeting. The motion passed unanimously with Representative Way absent for the vote.
H.B. 298 Child Welfare Enhanced Training (D. Litvack)
Representative Litvack explained the bill to the committee.
Mr. Richard J. Anderson, Director - Division of Child and Family Services, answered questions of committee members regarding the bill.
MOTION: Representative Litvack moved to pass the bill out favorably. The motion passed unanimously with Representative Beck and Representative Harper absent for the vote.
H.B. 300 Amendments to Guardian Ad Litem Statutes (M. Throckmorton)
Representative Throckmorton explained the bill to the committee.
MOTION: Representative Harper moved to pass the bill out favorably. The motion passed with Representative Beck, Representative Jones, Representative Litvack, and Representative Mascaro voting no.
H.B. 168 Smoke-free Workplace Law (S. Daniels)
Representative Daniels explained the bill to the committee and distributed a handout.
Ms. Richelle Charles, private club employee, Mr. Chris Ferguson, Utah Safe Air For Everyone, and Mr. Steve Erickson, Sierra Club, spoke in support of the bill.
Speaking in opposition to the bill were Mr. Steve Barth, Utah Hospitality Association, and Mr. John Prince, restaurant and club owner.
Ms. Beverly May, Coalition for Tobacco Free Utah, spoke to the bill.
MOTION: Representative Harper moved that the committee move on to the next item on the agenda. The motion passed with Representative Beck, Representative Litvack, and Representative Saunders voting no.
H.B. 356 Prohibition of Rebirthing Therapy (M. Thompson)
Representative Thompson presented the bill to the committee with a proposed substitute.
MOTION: Representative Thompson moved that 1st Substitute H.B. 356 replace H.B. 356. The motion passed unanimously with Representative Way absent for the vote.
Representative Thompson explained the bill to the committee with the assistance of Mr. Larry Sarner, National Therapeutic Touch Study Group, and Mr. Alan Misbach, Children's Justice Center, and showed a short video.
Speaking in support of the bill were Mr. Don Tibbets, Ms. Kristen Brewer, Director - Office of Guardian Ad Litem, and Dr. David Corwin, Primary Children's Medical Center.
Speaking in opposition to the bill were Ms. Charly Risenmay, SAFF Care, Ms. Jenny Dew, and Ms. Kristi Hutchings.
MOTION: Representative Ray moved to pass the bill out favorably. The motion passed unanimously with Representative Way absent for the vote.
H.B. 295 Taking Minor into Protective Custody Without Warrant (T. Hatch)
Representative Hatch presented the bill to the committee with proposed amendments.
MOTION: Representative Harper moved to amend the bill as follows:
Page 2, Line 39: After "(b)" and before "(i)" insert "the officer or worker has, at the time, probable cause to believe that:" and after "(i)" delete "there is probable cause to believe that"
The motion passed unanimously with Representative Beck and Representative Way absent for the vote.
Representative Hatch explained the bill to the committee.
Mr. Steve Russell, Utah Families, and Mr. Richard J. Anderson, Director - Division of Child and Family Services, spoke in support of the bill.
MOTION: Representative Saunders moved to pass the bill out favorably as amended. The motion passed with Representative Beck and Representative Litvack voting no. Representative Way was absent for the vote.
MOTION: Representative Thompson moved to adjourn the meeting. The motion passed unanimously with Representative Way absent for the vote.
Vice-Chair Lockhart adjourned the meeting at 5:59 p.m.
