    Representative Ferrin called the meeting to order at 4:18 p.m. and indicated that the first two bills on the agenda, H.B. 99, H.B. 220, were not being considered today at the request of the sponsors.

H.B. 226    Termination of Parental Rights Amendments     (M. Throckmorton)

    Representative Throckmorton introduced the bill and addressed questions from the committee.

    Speaking against the bill was Patricia Worthington, Director, Utah Foster Care Citizen Review Board (see handout on file).

    Speaking in favor of the bill was Gayle Ruzicka, Utah Eagle Forum.

    Speaking to the bill was Adam Trupp, Division of Child and Family Services, and Rick Schwermer, Representative of the Courts.

MOTION:    Representative Thompson moved to pass the bill out favorably.



SUBSTITUTE
MOTION:
    Representative Bennion moved to amend the bill:

1.     Page 5, Line 128:    After “made” delete “diligent” and insert “reasonable

The motion passed unanimously.

MOTION:    Representative Thompson moved to pass the bill out favorably as amended. The motion passed 9-3-1, with Representatives Arent, Daniels, and Hendrickson voting in opposition to the motion.

H.B. 233    Mitigation of Damages in Condemnation Proceedings     (G. Curtis)

    Representative Curtis introduced the bill and addressed questions from the committee. He was assisted by John Njord, Utah Department of Transportation.

MOTION:    Representative Way moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Representative Hendrickson moved to have the bill placed on the Consent Calendar. The motion passed unanimously.

MOTION:    Representative Bennion moved to adjourn. The motion passed unanimously, the meeting was adjourned at 5:18 p.m.
